Buyer protection

Hello,

I'm new here on paypal and I'm planing on buying a used stereo for my old car. I noticed that paypal doesn't protect the buyer against fraud based on what I have read on buyers rules when i scroll down the main page. It was noted that paypal doesn't protect buyer against:

1. If you bought a book and received a DVD
2. If a new Item arrived used
3. If dead on transit
4. If orders 3 items and arrived 2
5. Ordered the original brand and arrived as an imitation.

In my case, I wonder what is the roles and responsibility of PayPal then if it can't secure the purchase and would it be eBay responsibility then?

If its an ebay item then you need to read up on ebays buyer protection and if paying with paypal also paypals buyer protection and then risk assess your own transactions as neither are a 100% guarantee of protection. They can't be as they both give buyer AND seller protection.

Thanks for your concerns. the issue is not eBay related. it was I sent cash to an account and paid extra fees due to currency converts which I didn't pay attention to. thanks any way.
