@ yurolex,  It sounds like your card issuer is converting your money not PayPal. If your card is set already in USD, then is not PayPal doing the conversion. @ bkspc, PayPal can open a trace for the missing refund. They will need to escalate this internally if the refund is missing for more than 30 days. The only thing PayPal will do is get a tracing code so you can give it to your bank, then your bank will be able to check their system with this code.  -Tommy  ... View more

@ yurolex,   It depends which currency the card is registered in. If your card is in USD and you're withdrawing in Euros, you will be subject to a conversion. You cannot change the currency of the card for every withdrawal you make to suit your preference. I would advise you to check with the sender to check the status of the payment. If it shows Pending on their side, it could mean that there is an outstanding issue on your side. In some countries, if cards are eligible for withdrawal, it has to be a Visa card.  Also, not all pre-paid cards are eligible to be used with PayPal.  There might be an outstanding issue with both of your accounts. @Thucar, I'm afraid you will not be able to withdraw to your USD bank in USD if your account was registered in a country in which PayPal can only transfer funds to a bank account in EUR.  The only solution here is to check if you can add a US bank account, if you can, most PayPal accounts are eligible to add one. Or, if you're eligible to withdraw to a Visa card, you can add the card, request the currency of the card to be updated to USD.
