Where is my refund?

So on the 16th of march I received a refund. I even got the email stating that the refund will go to my bank account and if that doesn't work it will go to my PayPal balance. after almost 1 month I still see the refund nowhere. Does this have a specific reason? And how long will this take?

It's been 60 days that my refund is approved and I still haven't received on my debit card.

Is there anyway of contacting someone to help me with it? I don't have any kind of social media. I don't want to open an account with FB or Twitter to solve this situation. PayPal should have another alternatives. The help menu on the website or chat or telephone is automated and doesn't lead me anywhere. 

How do I open this trace to missing refunds?
