I have paid with paypal 1050$ to some scammer who introduced himself as from Alibaba and I fell into it, the payment was through barcode scan from Alibaba app that transfer to a link. The first dispute I have opened automatically closed, I think its because I picked a wrong case by mistake (Unauthorized payment). Now I can’t open a new dispute. The order I made will never come because the seller didn’t sent it. I asked him to refund me but he refused at first, then he started to give me excuses. He told me that money is not released (what does that mean?) , so he can’t make a refund, is it possible? I see the payment as complete in the summary and it also withdrawn from my bank account. I can’t contact the online support by any way because of COVID19. Why aren’t they working? It’s a costumer service they can work from home.. I hope that I will get my 1050$ back somehow. For now I can’t find a solution 😟

You should file a claim with the Fraud Department within the Attorney General's Office of your state and the state that they are operating in. If they are listed with the BBB you should file a claim against them. There are also investigative departments in the television stations of your area that love to expose fraudulent companies.

After leaving couple of messages through the Help Center, an agent responded and reopened my dispute with Case - Item not received. Hope it will be resolved soon. Thanks to Paypal team.
