you dont have to refund a dime,you shipped to the address they gave Paypal and you get seller protection if they say they did not get it,as tracking shows it has been delivered. it is their fault they did not update their shipping address.

This is Ebay transaction,so ask Ebay to release the payment if tracking shows delivered and ask what is this pending transaction is all about. Both EBay and Paypal have tightened their policies ,so do not be surprised more transactions are b eing withheld and reviewed/

can you prove online viewable tracking showing it has beedn delivered to his paypal address via a commercial carrier? chargeback is with cc issuer,each chargeback would cost you $20 if you lose,so you could lose $200 just in fee alone.

yes,it is not a good idea to open a UK PAYPAL account if you dont live there,right now there is this lady posting on this forum,she has an Aussie account but she is in Malaysia,Paypal locked up her acount and need her t o verify her aussie address which she does not have. Last year,an Irish lady goes to London often and conduct business there and have UK bank account,one day Paypal ask for her UK ID which she does not have,irish dirver license ,irish passport,Irish electrc bills,Paypal would not accept/ better let your contractors pay that 2.9-3.9%if you use your Paypal GBP fund,it is 2.9%,if you use your US debit or credit card,it is 3.9%

why do you want to send fund to your Paypal aussie account when you are in Malaysia. did you ever live there,then find some bills with address? 180 days withholding your money,then adios with your money back

you are only protected by Paypal/Ebay if tracking show it has been delivered and if 750 or more payment,signed for.

well,if it is an expensive chair ,I can understand he does not want just anyone to pack and ship,esp if it is an antique. Just make sure you get your seller protection,if it is a freight company ,see if you can ask for a small Paypal deposit and the rest is cash and carry.

Paypal fees is paid by seller as part of cost of doing business. NO different when you go to a store and buy with your credit card,the store picks up the fee .
