William9, If you have your own merchant account to accept credit card payments and some sellers on Ebay do,you stand a better chance of fighting the chargeback,as the bank which provides you the merchant account can defend you better and it wil tell you what the other party said. But with Paypal,it does not have to tell you what the buyer told his cc issuer ,it just pass what you said to the cc issuer and hope for the best. I won a charge back once when a UK buyer claimed item not received,I showed PAYPAL her email which she said she has paid customs duty fee on the item already. but in most cases,Ebay and Paypal has no way of finding out who is telling the truth and it will side with the buyer,but a buyer who keeps doing this will not be allowed to buy on Ebay as he is deemed a hazard to Ebay seller community. I know a buyer who buys cheap trinklets on EBay and live in rural Mexico kept saying she did not receive the item,she was finally banded from buying on Ebay as she is a hazard to the Ebay sellers(most of the sellers just ship first class intl with no tracking to Mexico as it is such a low price item),her items are probably stolen once it gets to Mexico.
