To the topic starter who didn't like being notified. I know, it's weird, but... unsubscribe. To the community who doesn't like old posts being popped. I know, nobody does it, but... close them up. Just a tiny hint here: if the owner of this board rly cared about the community, they would surely have all the trivial forum configs the caring forums have, including a poline notification that you're leaving a reply to a topic that hasn't been poked for more than N days. Including the absence of bloody recaptcha every time I leave a post. As if the humanity hasn't found any way to fight spam with no harm to actual posters' time.    Editing this bloody message for the fourth time and have to resolve the bloody captcha every single time. Probably paypal's UX team believes people love captchas. Oh, what? No ROI from the community, so no investments in the forum development? Riiiiight... What's your favorite, guys? Store front? Maybe the street sign?   Anyways, it's not useless to write in old posts since people are looking for the stuff mentioned and are finding these answers. Although the original 2017 answer didn't work for me, I'm still glad I've seen it.   Now to the point.   From what I understood by reading all these 2010-2011 discussions, paypal doesn't allow us to reject payments with no ramifications for ourselves.    We can either refund and pay the refund commission, which doesn't make sense since we're not refunding, we're rejecting the whole payment or we can conduct a partial refund, keeping the commission, which makes even less sense.   What to do in a situation when, let's say, someone sends you $5 and says something like: "for the drugs" in their note. And you have nothing to do with them. How would that look on your income statement in case you decide to "partially refund" the payment?   There is a number of situations described, but for some reason no one discusses the incriminating or reputation damaging stuff.   Thanks ... Hi thanks for your help. The seller has chosen to ignore my contact requests. Paypal has ignored 3 emails too. I get the automated response that they will reply up to 72 hours later but they choose not too. I think Paypal customer service is really bad. Thankfully I have this forum and individuals like you to be able to assist. I also have the credit card back up. I think the Paypal backup and claims they make are worthless really. ... View more

It depends on the nature of your purchase, the funding source used and when you became aware of the problem.   For example, if you purchased concert tickets via eBay, then there's an undocumented extended buyer protection programme, which was introduced after Michael Jackson's death. To file a claim, you have to contact eBay customer support directly - within the 7-days following the concert date.   If you funded the PayPal payment with a debit or credit card, then your card provider may be able to recover your money with a chargeback. For Visa cards, you have to initiate the chargeback within 120-days of becoming aware of the problem (up to an absolute maximum of 540-days). Ok just tried that Log in to your PayPal account. Click Resolution Centre near the top of the page. Under 'Resolution Centre Cases' select Closed cases in the drop down menu and find the claim. Under 'Action', click Appeal. Provide information for your appeal. Note: PayPal does not guarantee recovery of the funds even if the appeal is won.     Instruction 4 only gives me the option to view the case, The Note above from the same page makes me wonder why am I even trying to get my money back,     ... PayPal says that fees are only charged for gifts if money need to be transferred from credit card or bank account. However, I have tried this many times and PP still charges fees even when funds are there. I have not affiliation with PayPal (aside from using their services) but my guess is they do not want to pay the vendor Credit Card fees for the transaction.  It makes sense they want to save money but it is also really annoying because I prefer to pay with credit card (to rack up points and for protection).  Anyone else have other thoughts? ... Exactly the same thing just happened to me.  Item not as described, refund granted by Paypal, seller does not accept delivery, and with Royal Mail Recorded delivery it is stated that tracking information is not provided until item  has actually been delivered.   I have emailed and called Paypal who refuse to grant the refund without tracking information, even if I can supply proof of postage with the date, tracking number and seller's address.  They closed the case, the seller has gotten away with fraud and I've paid for nothing, including double postage.  Super.  Any advice at this point would be appreciated. ...
