It depends on the nature of your purchase, the funding source used and when you became aware of the problem.   For example, if you purchased concert tickets via eBay, then there's an undocumented extended buyer protection programme, which was introduced after Michael Jackson's death. To file a claim, you have to contact eBay customer support directly - within the 7-days following the concert date.   If you funded the PayPal payment with a debit or credit card, then your card provider may be able to recover your money with a chargeback. For Visa cards, you have to initiate the chargeback within 120-days of becoming aware of the problem (up to an absolute maximum of 540-days). It's unwise to click a link in an email that takes you to a log-in page, because the email might be a spoof and could link to a fake log-in page - constructed for the purpose of stealing log in details. It takes less time to sign in to eBay and click the 'Pay now' button, there, than it does to thoroughly check if an email is genuine.   If using the 'Pay now' button on eBay fails in the same way, then it would be best to contact PayPal Customer Services to resolve the problem (use the 'Contact us' link at the bottom of any PayPal page). Also, as eBay uses Flash and browser cookies to help to identify you, it might be worth clearing your cookies and temporary Internet files - just in case one has become corrupted. ... View more

I forgot to mention, your transaction must have been processed as a PayPal guest payment. Therefore, if the item purchased is eligible for Buyer Protection, it should be possible to open a PayPal dispute.   As the dispute would have to be filed manually, you need to email the transaction ID to PayPal and explain that you wish to open an Item Not Received (INR) dispute on a one time use (guest) account. Once the dispute is opened, you should be able to enter more details of the scam and escalate the INR dispute to claim - after a minimum period of 7-days from the payment date.   If your purchase is not eligible for Buyer Protection, or the dispute/claim is unsuccessful, then you still have the protection provided by your credit card, as a fall-back.   N.B. If you are a UK resident, and the amount that you paid was £100 (or more), then you are protected by Section 75 of the 1974 Consumer Credit Act. The Act holds the credit card company and merchant jointly responsible. So, if the goods fail to arrive, arrive damaged or not as described, and the merchant is unable/unwilling to help, then your credit card provider has to reimburse you. Claims must be submitted within 180-days of the payment date.   If the amount paid was less than £100, then you're not covered by Section 75 of the Act. However, your credit card provider may still be able to recover the money on your behalf, using the Chargeback process. The quickest way of resolving the problem would be to speak to PayPal Customer Services directly. You can obtain a PayPal telephone number and Secure Web PIN by clicking the Contact us link (at the bottom of any PayPal web page), followed by Call Us and then the Call PayPal Customer Service link.   I believe that PayPal_Siobhan asked if you were using your home PC, because eBay/PayPal use Browser and Flash cookies to help to identify users. All sorts of strange problems can occur if your PC has a damaged cookie or temporary Internet file.
