Possibly scammed

Hi

 

A friend ordered some goods that have not arrived. He has contacted the seller and had no response. When he tries to dispute it, paypal says it cant be disputed as it is not goods or services (?). Paypal charged it to a credit card. If paypal wont allow this item to be disputed does anyone know if a chargeback can be made on the credit card? Just a shame paypal do not seem able to assist

Yes it can. Section 13.11 of the User Agreement for PayPal Service actually mentions that chargeback rights may cover intangible items:

 

"13.11 Relationship between PayPal Buyer Protection and chargebacks

 

Credit card chargeback rights, if they apply, may be broader than PayPal Buyer Protection. Chargeback rights are not limited to specific amounts per transaction, may be filed more than 45 days after the payment, and may cover intangible items".

Hi thanks for your help. The seller has chosen to ignore my contact requests. Paypal has ignored 3 emails too. I get the automated response that they will reply up to 72 hours later but they choose not too. I think Paypal customer service is really bad. Thankfully I have this forum and individuals like you to be able to assist. I also have the credit card back up. I think the Paypal backup and claims they make are worthless really.
