In the past, the PayPal Buyer Complaint Policy covered non-eBay items, and would only refund from money in the seller's account. That policy is now defunct, and PayPal Buyer Protection has been extended to cover non-eBay goods. So, if you win your claim, PayPal will re-imburse the full amount that you paid. There's a lot of out of date information about PayPal on the Internet. The only thing that you need to read (and comply with) to help win your claim, is section 13 of the current PayPal User Agreement. Section 13.3 of the User Agreement, lists payments that are not eligible for PayPal Buyer Protection. If your purchase isn't eligible, but you funded the PayPal payment with a credit card or VISA debit card, then your card provider may be able to recover your money using the chargeback process. Please see: http://www.telegraph.co.uk/expat/4201389/Play-your-cards-with-care-in-online-dealings.html NB Do not initiate a chargeback while the PayPal case is still running, as it will cancel your PayPal case.
