Hello All...   I am happy to hear you were working directly with the buyer and despite what your auction listing stated of no returns, you had the buyer return the merchandise to you.  Since there are different types of holds that can be placed on account, I would like to get additional information from you to better assist you with your issue.   Is the hold that was placed on your transaction for a PayPal dispute, eBay dispute, or are we holding the funds until you provide us tracking information confirming that the merchandise was delivered.   If you have a hold placed on funds that is not associated with a PayPal/eBay dispute, PayPal can release those holds after it has been 3 days since the merchandise was delivered to the buyer.   Have a good day! If I were you, I would file a dispute to be on safe side, and you can always convey this to the seller by posting message to him that you are doing this to be on safe side.   When you get the item you can cancel the dispute. ... View more

You can file a SNAD dispute for items purchased off ebay, your just less likely to win,  you can file your dispute in the resolution center according to this in the security center under the items purchased off ebay section...   What you bought was very different from what you actually got PayPal's Buyer Complaint Policy lets you submit a dispute for an item that is significantly not as described. By doing so, you have the opportunity to resolve your dispute directly with the seller. Visit the PayPal Resolution Center to file a dispute.   ... View more

I would be happy to if there were a place to do so.  I'm not posting details of  a claim on a community forum.   My complaint is that the only way I can resolve the claim within PayPal is to "mark the item shipped" or "admit" that I can't/won't ship the item and provide a refund.  Obviously this concept is silly.  I have no place to actually communicate any side on the issue.   The eBay apps billing should not be subject to this type of claim in the first place. ...
