Paypal request an answer from me but I can't find Resolve Complaint link. How to respond?

I got an item not as described. The seller refuse to refund my money. Paypal request an answer from me but I can't find Resolve Complain link (according help centre I should have this one link). Paypal sent a message to me: "you must answer before Sep 15, 2010 or it will automatically close. A closed dispute cannot be reopened or escalated to a claim". Help me, please, to answer to Paypal. Thanks.

Does your Resolution center say Dispute or Claim?

If its a Dispute please escalate it to Claim, by clicking on case and then there is a link to escalate.

Where did you buy this from, ebay or somewhere else?

And are you in the UK?
