Legally, your situation is a "not as described" situation. The seller has a legal duty to ensure that the package arrives at your door in the condition that the listing described it. It didn't. File the dispute here; http://res.ebay.com/ws/eBayISAPI.dll?ResolutionCenter&cf=20 (ebay is now handling disputes that aris from sales on their site) You'll likely have to return the empty envelope to the seller, but wait for Paypal to tell you to do so - there might be a Post Office investigation first and they'll want that package to view ( the seller may have insured it). When you do return the package, make sure that you send it with Delivery confirmation, which you can purchase from the Post Office. Just a word of caution- I know the seller seems very nice ( that'll likely change when the dispute is filed), but you don't know for sure that they even sent the items. I think they likely did ( most sellers are honest and this does sound like a Post Office issue instead), but you can never be sure, that's why we follow the legal route. Don't feel badly about exercising your legal rights here and don't let the seller give you a sob story about your exercise of your legal rights. For $10, the seller could have sent the items in a Flat Rate Priority box instead of a flimsy envelope and saved themselves all this hassle. They didn't, so they pay the price for it. You'll also get back your original shipping, but you'll have to pay the cost of shipping the item back to the seller, btw.
