I had a buyer say product did not arrive. I don't know why I believed him but he seemed sincere. So I refunded him. Now he is not helping me with my claims with USPS. I don't know if he lied to me to get item and money back. I want to know if there is anyway to reverse my refund I gave him.

No, there isn't.
Why aren't you using Delivery confirmation? It's cheaper than refunds.
