If I were you, I would file a dispute to be on safe side, and you can always convey this to the seller by posting message to him that you are doing this to be on safe side. When you get the item you can cancel the dispute.

for Non reciept of an item - PP will cover ebay and non ebay but for item notexactly as decribed cases PP does not cover non ebay ones as far as I know.

File unauth claim and change all your passwords/security questions. I think it takes x amount of days as indicated on the unauth status to resolve

I think you should file one, to be on safe side. you can tell this to the seller while filing a dispute. Seller can issue refund after dispute is filed too(Make sure you retain your return shipment tracking number)
