One of the past issues was when I paid $9.99 for a purchase of plants seeds to a seller via a Paypal account the seller never shipped the seeds. So several months later I asked Paypal to reverse the payment and they did reverse it for me. And I asked Paypal to close that fraudulent account so the seeds seller does not defraud other people. Yet a year later I made a test payment of $1 to that fraudulent account and the payment went through. That means the account was still open. So, being a consumer advocate, every year thereafter I would send $1 and it would go through. Even after I wrote multiple notifications to Paypal to close that fraudulent account. I suppose it pays for Paypal to keep fraudulent sellers open and receive fees and penalties from them... and I suppose good reputation is unimportant to Paypal Inc. ... View more

I agree that Paypal statements are absolutely useless and ridiculously confusing. The entire Paypal interface is poorly designed and poorly maintained. This is why I don't use Paypal as much as I could. ... View more

I continue posting about my EXPERIENCE with absolutely disrespectful and ignorant Paypal "support": Paypal "support":   I’m sorry you’ve had such a bad experience. Here's what I'm going to do to solve your issue, So that I may better assist you, May I have the transaction number for the invoice that was sent to you.   Feel free to respond whenever you're ready and we'll reply as soon as we can. 3:57 AM - Alliy  I responded: I  have uploaded screenshots of the pending invoice here. There is no transaction number. I have asked Mr. YARUB [removed] to CANCEL his invoice, but he does not seem to do it. Paypal has to do it then and why do we have to struggle with such simple tasks as to cancel an unwanted pending invoice? Today I tried to log into my Paypal account again, since I received a new reply from Paypal's "Customer Service" and I was sent in a closed circles with Google recaptcha again and again and again until I gave up. Then I logged in again and was sent in a Google recaptcha in circles again and again and again. This is open mockery by Paypal. Additionally, Paypal customer "service" replied with the same odd (old, wrong, lame, deceitful etc.) instruction which does not work. I replied to the lame Paypal's "instructions": Your instructions are either outdated or are careless and incorrect and there is NO such functionality after I click on the ACTIONS link under theinvoice amount it just opens the invoice, but there are no links or buttons there such as CANCEL. Paypal "support": I can absolutely sense the importance of the matter and I can assure you that, the invoice is already cancelled and merchant won't be able to charge your account. We have already blocked the sender so that they won't be able to sent you a payment request again. Pragnya Pragnya must be some rotten person, who does not give a damn about customer service. Paypal does not seem to care either. Paypal's custyomer "service" person Pragnya wrote again: please do not worry, your money is safe with us and no one can charge your account without your authorization.   We have protected your account using multiple layers of security code.   We have designed our system in such a way that, it will automatically cancel the random invoice, if system sense anything wrong with it and you don't have to do any further action on the transaction. Then Pragnya wrote more b/s again: Your account is completely in a good standard and secured with us! We appreciate your business with us and thank you for being our valuable PayPal member. We want to make sure, we will help you with the best. I have a fantastic news for you , I have gone ahead and also issue voucher of $15.00 USD to your account which you can use it towards your future purchase with us and it's valid for 6 month. The voucher won't be applied to your balance and is going to be located in your wallet under ‘offer’. And more of Pragnya from the same multi-reply he's still going about: May I know would you like to remove the transaction from your account? I replied: The invoice is still PENDING in my account and WHY?   Paypal customer "service" replied again (Hector this time):   Thank you for contacting PayPal . My name is Hector . Here's how to cancel a money request: 1. Log in to your PayPal account. 2. Click Activity near the top of the page. 3. Find the request or invoice you want to cancel. 4. Select Cancel under "Actions." 5. Click Yes or Send Cancellation. Thank you for contacting PayPal. You may close the conversation by selecting End Message. Paypal support providing incorrect instructions on how to cancel an invoice: MY INQUIRY TO PAYPAL:   The following invoice that was sent to me by Yarub [removed] for an amount o $438.12 is incorrect and has to be cancelled. Why don't you have a functionality to CANCEL such invoices or to REFUSE them?  The person who issued the invoice wanted to sell me WRONG goods. And after I have notified him that I am not paying for this invoice because the goods are wrong and asked to cancel his invoice, he is not cancelling the invoice, he seems to hope that I still forget and pay him for the grossly overpriced and wrong goods. Make that invoice go away and install functionality so we can REFUSE bad invoices.   PAYPAL SUPPORT RESPONDED:   Here's how to cancel a money request: Log in to your PayPal account. Click Activity near the top of the page. Find the request or invoice you want to cancel. Select Cancel under "Actions." Click Yes or Send Cancellation. When you cancel a money request, it's always a good idea to email your recipient to tell them about the cancellation.   Thank you for contacting PayPal and for being a valued customer. Paypal limits contact to one message at a time!

Why is now Paypal limiting "Message Us" to one message at a time? For example I have one dispute in the Resolution Center and one technical issue with Paypal interface (currency conversion does not work). I want to contact Paypal, regarding both (different, separate) issues, but their interface now says if you want to contact us you must close the existing message in the inbox. It was not like this before! Paypal is pushing us to switch completely to other payment providers, since it has become a disability to resolve issues within Paypal. How does such a large coprporation with billions of funds being unable to fix such simple issues with their website and interface or are they doing this intentionally to reduce workload (and amount of business/income they receive) for themselves? ... Since there is no preauthorization functionality in paypal, Paypal Inc. could implement ACCEPT functionality where the payment is initiated by the sender (customer) but the money is not yet sent to the recipient until they accept it. Recipient (or merchant) reviews the initiated payment that it is not processed yet by Paypal and accepts it or rejects it. Once the recipient (or merchant) ACCEPTS the payment, the non-returnable Paypal fee is charged. This kind of functionality would be similar to preauth that merchant accounts such as Authorizenet or Stripe have. ... View more

The transaction was for €1000 but the person who paid me sent too much money by mistake, which they paid €2500. There was no way I could prevent this from happening since Paypal payments do not have preauthorizations. So I refunded them €1500 that they mistakenly overpaid. Paypal charged me €110 for the entire amount which is a 4,4% of the amount. Now that I refunded the payer 60% of their money (I refunded them €1500 out of €2500 they paid) I thought Paypal system would automatically refund part of the fee (about €66) to me. So I ended up paying €110 in order to receive €1000 via Paypal. This used to be the case until recently or is this still the case? The €66 is more than my profit for the transaction. ... View more

Xoom has charged $54.99 on my US bank account in order to transfer $50 to South Africa to my son. That was 2 weeks ago. My son did not receive the money but Xoom says the money was deposited (Xoom's story is different every time they email me). Xoom refuses to refund my money and says the case is closed. That's fraud.
