Paypal support providing incorrect instructions on how to cancel an invoice:
MY INQUIRY TO PAYPAL:
The following invoice that was sent to me by Yarub [removed] for an amount o $438.12 is incorrect and has to be cancelled. Why don't you have a functionality to CANCEL such invoices or to REFUSE them? The person who issued the invoice wanted to sell me WRONG goods. And after I have notified him that I am not paying for this invoice because the goods are wrong and asked to cancel his invoice, he is not cancelling the invoice, he seems to hope that I still forget and pay him for the grossly overpriced and wrong goods. Make that invoice go away and install functionality so we can REFUSE bad invoices.

Here's how to cancel a money request:
Log in to your PayPal account.
Click Activity near the top of the page.
Find the request or invoice you want to cancel.
Select Cancel under "Actions."
Click Yes or Send Cancellation.
When you cancel a money request, it's always a good idea to email your recipient to tell them about the cancellation.
Thank you for contacting PayPal and for being a valued customer. You may close the conversation by selecting End Message.

Your instructions are either outdated or are careless and incorrect and there is NO such functionality after I click on the ACTIONS link under the invoice amount it just opens the invoice, but there are no links or buttons there such as CANCEL.

Today I tried to log into my Paypal account again, since I received a new reply from Paypal's "Customer Service" and I was sent in a closed circles with Google recaptcha again and again and again until I gave up. Then I logged in again and was sent in a Google recaptcha in circles again and again and again. This is open mockery by Paypal. Additionally, Paypal customer "service" replied with the same odd (old, wrong, lame, deceitful etc.) instruction which does not work.
I replied to the lame Paypal's "instructions":

Paypal "support":
I can absolutely sense the importance of the matter and I can assure you that, the invoice is already cancelled and merchant won't be able to charge your account.
We have already blocked the sender so that they won't be able to sent you a payment request again. Pragnya
Pragnya must be some rotten person, who does not give a damn about customer service. Paypal does not seem to care either.

I’m sorry you’ve had such a bad experience. Here's what I'm going to do to solve your issue, So that I may better assist you, May I have the transaction number for the invoice that was sent to you.
Feel free to respond whenever you're ready and we'll reply as soon as we can.

I responded: I have uploaded screenshots of the pending invoice here. There is no transaction number. I have asked Mr. YARUB [removed] to CANCEL his invoice, but he does not seem to do it. Paypal has to do it then and why do we have to struggle with such simple tasks as to cancel an unwanted pending invoice? Take a look at the two attached screenshots from my Paypal account.

Finally, today, after multiple insistance, Paypal has cancelled the pending invoice that Attaher [removed] did not cancel on request:
