One of the past issues was when I paid $9.99 for a purchase of plants seeds to a seller via a Paypal account the seller never shipped the seeds. So several months later I asked Paypal to reverse the payment and they did reverse it for me. And I asked Paypal to close that fraudulent account so the seeds seller does not defraud other people. Yet a year later I made a test payment of $1 to that fraudulent account and the payment went through. That means the account was still open. So, being a consumer advocate, every year thereafter I would send $1 and it would go through. Even after I wrote multiple notifications to Paypal to close that fraudulent account. I suppose it pays for Paypal to keep fraudulent sellers open and receive fees and penalties from them... and I suppose good reputation is unimportant to Paypal Inc.

So you think paypal should close a sellers account because you say so?

Paypal do not close accounts because of x1 dispute for non receipt of item.
