MTN account has to have a way to link to your PayPal account. Check your MTN account settings to see if there is a place/way to link with PayPal by your PayPal email address, if not, then you can't link PayPal with MTN.

PayPal Uganda accounts cannot receive money. Only shopping online or sending money as goods and services by linking credit or debit cards.
