Why cant i transfer to my bank account regularly like before? Now it requires "Xoom"?

Hello all I have a paypal account that I have been using primarily to transfer money that I get from survey rewards (website: [removed]) to my PayPal and it usually allows me to click on the money I'm receiving and transfer it to a bank instead. I would do this before, click my bank that I want to transfer it to, click the 1-3 day delivery option which has no fees, and my money would be on its merry way. The PayPal article below shows what I'm talking about: https://www.paypal.com/us/cshelp/article/how-do-i-get-money-out-of-my-paypal-account-help394 However, now I tried to transfer my money to my bank as per usual, but there's no option for that anymore. It says I recieved the money but I can't transfer it out to my US Bank (I'm from the U.S anyway), and it instead directs me to Xoom, which has a minimum transfer amount of 10 dollars, and, to me, an excruciating 2 dollar fee for debit cards, when I usually only transfer 5 to 10 bucks at a time before. Furthermore, when I went to the PayPal article link that I just provided in this post, it redirected me to a link to transfer the money, and when I did, it says I have no money at all, even though the money I earned from the surveys has already been transferred out of that website and my PayPal history shows +5 dollars from that very website. So why is it telling me I have no money??? Those are two big issues I'm having. I cant seem to transfer my funds like before via the 1-3 day/few minutes option it used to have and now it's telling me I have no money when I clearly do. All help is appreciated, thanks!
