Why Paypal considered me a Seller?

Hi!
My friend sent me money, but for some reason Paypal considered it as "payment for goods", so it considered me as a Seller (I never sold anything on paypal and never registered as a seller), put this money on hold for 21 days, took fee ($2.50) and says "increase your sales to unlock"...
What should I do? Why did it happen? Friend says that she didn't choose option "payment for goods" when transfered money.
I never planned to sell anything on the internet via paypal.

I don't think you have the option to receive friends/family ie gift payments in your country of Kazakhstan.
So all payments are received as if you are a seller and subject to the new seller hold as per links.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
- Seller sent wrong items. Refuses refund or return in Transactions

- Dispute is now closed for a partial refund but I think it's a complete scam now in Security and Fraud
