Clicking Repeat creates a send page, but with the wrong recipient

I logged onto the PayPal website, went to the Activity page, clicked "Repeat" next to a historical transaction, and PayPal created a page with a Send button, but the receiver was not the receiver of the repeat transaction, but instead someone I had never sent money to before! This seems like a serious bug.  If I had not noticed the change in recipient and just clicked on send, I would have sent money to the wrong person.  Has anyone else seen this problem?   It seems like a serious bug, but I see now way to report it to PayPal.
