Dispute is now closed for a partial refund but I think it's a complete scam now

So I originally submitted a dispute because the seller changed the original charge amount. Then I thought the whole thing was a scam, so I added additional information and gave screenshot proof AND WROTE that I wanted a full refund instead, but they just refunded me the difference. I can't even re-open it because the case is closed. I thought I did enough research on the website, but I guess not enough.
Paypal just completely ignored all the additional information I gave. Changing the case type wouldn't have done anything and I couldn't cancel the claim because I didn't know if I could re-open a claim once I canceled it, and now I can't anyways (at least online).
Do I have to call my bank and get the charge canceled/refunded and get a new card? Or is there a chance Paypal will re-open the claim if I call them?
