Delays in paypal bill pay transactions, who can help?

Payments I've made using bill pay have been sent to my billers (American express, utility bills, insurance) in 1-2 days. These show as ACH transactions when received by my billers.

 

However, in the past month, on more than one occasion paypal delayed paying my bills.

payments made on Nov 28th 2022 (17 days to send)

payments made on Nov 29th 2022 (7 days to send)

payments made on Nov 30th 2022 (6 days to send)

 

this has now occurred again. a payment sent Dec 14th has not been sent - i know this because a separate payment sent on Dec 15th has already arrived at my biller.

 

This service is unreliable.

 

But worse is that paypal reps are unable to provide ACH trace numbers and insist that since paypal took the money from my bank that the transaction was completed. They advise to contact who runs the paypal account at american express. These are not paypal to paypal transactions. Paypal relays the money to the bill pay target via ACH, not to their paypal account.

 

Has anyone had success in getting help with a transaction like this?

1x Sent 12/27/22: Received by Bank.

4x Sent 01/04/23: NOT Received by multiple banks as of 01/17/23 @2PM PST.

2x Sent 01/10/23: Received by Banks.

1x Sent 01/11/23: Received by Bank.

1x Sent 01/12/23: NOT Received by Bank as of 01/17/23 @2PM PST.

2x Sent 01/13/23: NOT Received by either bank as of 01/17/23 @2PM PST.

1/4 paid to chase still not posted. Well see if it posts overnight. Nervous to use PayPal for bill pay now.

I found a group of people suffering from this!! Finally! Funny I did a 1/4 payment to chase and still haven’t gotten mine today. Thought it would be resolved after the long weekend. Great job PayPal for being unreliable as usual! Maybe they’re too busy scrolling through tweets just to fine people $2.5k. Ridiculous

Glad I’m not the only one but this is terrible that it is a wide spread problem. My 1/4 payments finally posted 1/17. My 1/13 payment has still not posted. I’ve used PayPal bill pay for nearly a year and it’s typically a 1-2 business day turnaround. This is so frustrating!

So I just heard back from PayPal Corporate Escalation today regarding a complaint I made to the CFPB regarding the delayed payments issue. They basically confirmed what we already knew, the problem being with Paymentus. They told me the issue was ongoing with Paymentus so as to warn me of potential problems in the future when using PPBP. They asked me for the dates and time frame of my issue with PPBP. I told them about my issue with 12/27 payments and I also told them about the 1/4 payment delay other people had. They apologized and told me they would relay the information I gave to their tech department.

Thank you for that update. Paymentus seems to have bitten off more than they can chew by trying to be the billpay system for a company as big as PayPal. At least Paymentus's customer service people seem reasonably competent and responsive, unlike PayPal's own representatives.

 

My two 12/27/2022 payments did finally post with my bill-pay recipients on 1/12/2023.

My three 1/4/2023 payments did finally post with the banks on 1/17/2023 and 1/18/2023.

 

Waiting 16 calendar days for one set of transactions to clear and 13-14 calendar days for the others to clear is obviously unacceptable, especially since PayPal is withdrawing the money from payment sources the day the payments are "sent" in their systems.

When I look at the history of delays, when old payments clear (example 1/4 on 1/17) new payments made that day seem to disappear. I have a bad feeling about 1/17 payments I made that didn’t arrive. 1/17 could be the new two weeks of money in the ether day. Hope I’m wrong!
