Welcome to the PayPal Community! I'm sorry to hear you're running into some issues adding money to your account with your card. At this time, not all cards are eligible to use to transfer funds to and from PayPal. If the card is eligible to transfer funds to / from PayPal, you'll see the option to use it when trying to complete that specific transfer.
However, you don't need to add funds to your account to send money with PayPal. I would recommend trying to use that card as a funding source for the purchase you'd like to complete. You may also want to Confirm your card if you're unable to use it for a future purchase.
