I want to consume the available balance in paypal wallet instead of withdraw from visa card

I have available balance in paypal account , when I try to buy from web site using paypal it withdraw from my visa card , but i want to consume the available balance in paypal wallet , how to do that

Because in Egypt, you’re not allowed to spend the PayPal balance. You must withdraw it!
