I can't add or withdraw money from fiverr

I was trying to withdraw money from Fiverr account by adding paypal account. But it always shows failed and refused by service provider. And it don't show the money in wallet.

Sri Lanka PayPal accounts cannot receive payments/withdrawals. For buying online or sending money for goods and services only.
