The seller did not provide what they advertise on their website. But I could not dispute

I could not dispute any more after 3 times decline my appeal. But the seller did not provide what they advertise on their website. What could I do in this case?
First declined from PP is that Seller provide the PDF files.
I proofed that is not correct. It is a link and need permission to access. I requested but the seller ignored.
Second declined from PP, PP said: it is not significant for this item.
I responded: this is the repairing kit and needs instructions to do with that.
Third time of declination: PP said this instruction is not included with this kit
I showed that their website has that information in the description, then PP answered that because 3 times declined then it is over. I could not appeal any more.
I feel despair with this kind of supporting.
I just want what I paid for, I trust PP because of buyer protection policy. But now, it did not happen as I expected.
