Was charged excessive tax on top of purchase cost that was not included on seller's invoice

I recently completed a transaction through Paypal and my total on the seller's website was ~$23. That's what I confirmed to pay and that's how much the invoice they e-mailed me was for. Then I was charged ~$29 on Paypal because a $6 "tax." I didn't agree to pay this, and it's quite excessive. I've reached out to the seller and haven't gotten a response. What do I do next? Dispute the transaction? Is that a seller tax or is it Paypal? How can I be charged more money than my confirmed payment? Thank you in advance.

If you identify a billing issue with a transaction on your account, we encourage you to report it in our Resolution Center as soon as possible. By opening a dispute, you're notifying the seller that you're not satisfied with the purchase and want to resolve the issue.
