The seller did not provide what they advertise on their website. But I could not dispute

I could not dispute any more after 3 times decline my appeal. But the seller did not provide what they advertise on their website. What could I do in this case?
First declined from PP is that Seller provide the PDF files.
I proofed that is not correct. It is a link and need permission to access. I requested but the seller ignored.

Second declined from PP, PP said: it is not significant for this item.

I responded: this is the repairing kit and needs instructions to do with that.

Third time of declination: PP said this instruction is not included with this kit

I showed that their website has that information in the description, then PP answered that because 3 times declined then it is over. I could not appeal any more.

I feel despair with this kind of supporting.

I just want what I paid for, I trust PP because of buyer protection policy. But now, it did not happen as I expected.

If you bought a digital / virtual item then buyer protection covers non receipt of item but not 'not as described'.

This is the description on seller website

Included in this kit:

  • High quality, authentic electrolytic and film caps
  • Detailed instruction with colorful images, schematics, manuals (all of these are in electronic form (can be printed), much better than printed versions due to zoom availability)
  • Diodes, bridge rectifier, thermistor, lamps (if shown in the picture)
  • Fuse/s
  • Instructions on how to clean the chassis, faceplate, knobs
  • Support/help to a reasonable extent 
  • The kit is compatible with all power grids (110-240v)

This is not virtual things.

First PP told me that that instructions have been sent to me.

Then PP said it is not significant.

And finally PP said it is not included in this kit.

Is this buyer protection?

I want to have what I paid for. This is my money.

To win an item received but not as described dispute it has to be ''significantly'' not as described.

Missing instructions seems not to meet that criteria.

If you funded your paypal payment via a credit card then maybe talk to your card issuer and see if they will chargeback for you?

Or small claims court against the merchant if you have that option in your country.

From the policy you gave, my case must be this one:

Significantly Not as Described Claims
An item may be considered Significantly Not as Described if:

  • The item is materially different from the seller’s description of it.

 

because there is not the instructions as they described on the website.
