Unauthorized PayPal Debit card transaction - Assistant bot "unable to open a dispute"

Ive just received a notification about a £215 sale on my PayPal Debit Mastercard which i did not make.  Its to a middle eastern company.

Ive immediately logged in and tried using the seemingly useless assistant bot keeps saying "I can't dispute this transaction. Would you like to select a different transaction?"

 

I then tried the method outlined on (i) the website and (ii) the app to report a problem with a transaction with no joy at all.

On the app, selecting the transaction in wallet i do NOT see the "Report a Problem" link to click on this transaction.

On the desktop i also do NOT see that.

So it seems i have no way at all to report this 100% fradulent transaction or even block the card.  The assistant will not allow me to speak to a human, there is no "talk to a human" option on contact us at all.

 

The money has gone from my balance and shows "pending".

 

So how the hell do i report and stop this transaction?  I suspect i need to empty all the money out of my PayPal account in case the rest gets stolen while im totally unable to resolve the issue with Paypal themselves?!
