Scamming seller used fake tracking number, PayPal automatically sides with scammer, twice.

Here is what happened. eBay seller sends out a fake package with speedpak tracking number. The item is send to my city in Canada, but not to my address on file. I have confirmed this with Canada Post. I open up a claim, and after few days, I was informed PayPal ruled in favor of the seller. Apparently, according to PayPal agent, as long as there is a tracking number that shows something has been delivered to the same Canadian city, PayPal will automatically side with the seller. Actual address is NOT checked, item is considered delivered as long as it is the same city. So I appeal, and provide my communications with Canada post, along with explicit request to get proof from seller that the item is shipped to my PayPal address on file. 12 hours later, I got the exact same message again, PayPal ruled in sellers favor because tracking shows the item has been delivered to my city. There are no new seller response in the case, and apparently none of my messages or evidence is even looked at. Now I need to spend even more time to call up paypal tommorow, and possibly just have the same thing happen again. (I.e have my evidence ignored and case automatically dismissed). How do I deal with this? Can I get someone at PayPal to actually look at my evidence and get proof of correct delivery from the seller, or should I just go do a credit card charge back. Thanks.

I had the same issue, they somehow found a house near me that was getting a delivery and sent it to me. I was all over the post office, but they showed me the parcel had been delivered to another address, and was, in fact correctly done so. I was refused help on the first contact and they closed the case. I went to their Facebook page and opened a chat where I could try and explain what had happened. I actually had proof the parcel had been delivered correctly to the other address.  It has to be an inside job, or Russians have hacked the Post office. I say Russians, as the email address used in their PayPal was a Russian one.  I few days later my money was refunded. The site is still up, and they are still offering PayPal sales.

It happened to me too, i paid via paypal, and was a little bit suspicious of the website i purchased from, i did a little research, and realized the seller is a scammer, who uses the same email address for 6 different websites as contact. So i contacted paypal immediately within the same day i made my payment, but paypal didn't stop the payment right away, then the seller put a fake tracking number that said it was delivered. Same story, my refund request was declined. Then i went to the talk to paypal assistant (contact us on bottom page), they suggested me to send an email, to ask the shipping carrier if the package with this tracking number was addressed to me. After the shipping carrier informed me the package was not mine and was delivered to somewhere. I screenshot the email, and send it to paypal assistant, problem solved, and i have my refund right away, i hope this will help victims like me.

I wish I would have seen this before, never using PayPal again, just had this happen to me, I even sent them the P.O. documents that outright stated no package was shipped to my address. This is an extremely bad business model they have and horrible customer support.

Getting the shipping company to give a statement as to the real address that the tracking number covered isn't a universal solution. In the US FedEx will not cooperate with that type of request. PayPal needs to raise it's standards.

 I too managed to find multiple sites using the same scam. Same MSN email address. I just checked and three are no longer up. Looks like the game is up. I didn't check the other three, but I imagine they are building new sites as we talk.

You know what I don’t understand? All of this could be solved with measly checking when the seller adds their tracking number. Sites like Ebay, Facebook, Mercari should all have access to the address that its set to be delivered to and if it doesn’t match then it should be rejected. They dont even have to show the address to the buyer! Its a simple solution and I don’t understand why this isnt already the way things work. It doesnt take rocket science to nip this scam in the bud.

Simple. Their customer service was great and now that they made a lot of money they just decided to autmate every thing to be cost effective. They will not do anything until it becomes a problem for them.

Exactly, I thought PayPal was a very good company, I have been a customer for several years. I was wrong. Yes, the seller did produce a tracking # that shows delivered, but when you dig in further it is to a different person and address and it was shipped from Amazon, I called UPS and got the details. I also noted that another buyer left feedback of the same nature and attached that in the dispute. Apperently you can buy tracking numbers now. I will be closing my account and telling everyone including my Facebook friends. They do not do their research and I enclosed data and facts.  I have bought thousands of items over the years and I guess I just got comfortable and did not check feedback on this person, my mistake.  I would rather them deny me for that reason than telling me the seller has a valid tracking number that shows delivered when I can clearly show them otherwise but I guess they don't care to take the time to see the facts.

Think its you that needs to do the research on whom you purchase from.


Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?
