Payment is on hold for service, but Paypal requires a tracking number? How if it's a service?

I provided a service to a customer and was sent funds under goods and services. The funds were sent to me ($10 payment) and it's on hold.
I did browse around, and did find a "release schedule" and says "Available by Apr 15" I'm assuming providing tracking if it were a parcel would potentially lift it more soon, otherwise if I don't provide tracking it will automatically get lifted on April 15th?
Thanks, I tried to browse before asking but couldn't find any info regarding specifically when services are provided (not the sale of goods being shipped) and the payment being on hold.
