PayPal negative balance repayment, PayPal dispute

I just met very tough problems
I currently have two negative balances on my PayPal account, totally more than £1600
The first one was made by a dispute with a transaction between a girl from social media. Last December ,I was trying to resell my unwanted clothes on that social platform, and the girl DM me wanted to buy it and paid me through PayPal.And then I got money and shipped clothes to her. After a few days, she received clothes, and I was informed that she filed a dispute against me due to unauthorised transactions and asked for the chargeback. I was totally surprised and asked her why would she do that. But she said she didn't know it and probably her bank made it. So I asked her to tell her bank to close the dispute and also uploaded the tracking number on the very same day as the dispute was just made. Unfortunately, she won the case and PayPal claimed they had already refunded her. But she kept telling me he didn't receive the refund. But now, I was asked to repay the money that PayPal refunded to her.I was so overwhelmed, because I didn't do anything wrong.
The second one was made by another dispute with a transaction happened on Grailed, which is a PayPal partner platform for selling second-hands clothes.So a buyer bought my jacket on Grailed last December,at the same time,my PayPal account was limited and I was asked to fill in 4 required section of account limitation,like,ID,shipping details,purchase history and so on.I guess that because I was new user of PayPal, and something strict to receiving large amount.And I was traveling and unable to ship as Grailed has 7 days shipping timeframe.So I wanted to refund my buyer but I wasn't allowed to do so because of account limitation, but I also obviously couldn't get a tracking number to fill in section of shipping details to lift my account limitation.I tried to contact customer service,but they insisted to let my ship my clothes.So finally,the Grailed 7 days shipping timeframe was up,the buyer still didn't get refund even if the transaction was closed automatically.And I tried to lift account limitation again,I uploaded other required materials and used the section of shipping details to explain my situation (i.e. I was traveling I can't ship the jacket sold.) But PayPal limited my account permanently after the review, and they also suggested me to let buyer raise the dispute to get refund.So I told that to my buyer, and the result of dispute was PayPal deducted the money he paid to me from my balance rather than releasing the funds they hold.However,this money buyer paid for buying this jacket never entered to my balance,I was so angry and confused, how can they not releasing the funds they hold to buyer directly but debited the money from my balance and made me owe more money to them.
I explained this two issue to PayPal team so many times, I don't think I need to repay them any money, but they just keep telling me they believe they have addressed my complaint.And they also pass my information to their external debt collection agency to ask me these "debt".Now no matter what I said, PayPal never reply anymore.And they suggested me to get in touch with financial ombudsman in their last reply.
I really need somebody to help me out, I promise I didn't do anything wrong.For first case, just someone bought my clothes and raised dispute against me when she actually already got the clothes,I followed the instruction of PayPal step by step to respond dispute, why they still was on buyer's favor and asked me to repay the money they refunded to her.And for second case, just even more ridiculous,the transaction between buyer and me was actually not happened, and now the buyer already got his refund, but why should I still have to repay the amount to PayPal that buyer paid?
