Does PayPal leave a negative mark on businesses if dispute is successful?

I filed a dispute with PayPal because I didn't receive all my items in my order. The business replies saying they can't refund me because I have an active dispute which I thought was a bit weird. Anyway, I provide all evidence to PayPal and it gets escalated to the point where PayPal requests I go to the authorities / police with the problem and after doing that send PayPal a screenshot or they will side with the sellers. Of course if I was going to go to court, I wouldn't need PayPal at that point. So I cancelled the case to look for other avenues and almost immediately, they refund me. 

 

Does this mean,  businesses don't want to a successful dispute in their name despite them agreeing to the refund? 

 

There's something fundamentally wrong with PayPal business model if so.
