Closed case by one side

Hey. I made dispute against my relative. Asked money back what he loaned. PayPal closed the case by my side without solution. So we got compromise with my relative. He tried to send the money back to me but by his side it still shows that case is opened. How is that possible and how we can fix that? He cant make payment before case is closed.
