To ensure PayPal remains a safer place for enabling payments, we regularly review all accounts. Sometimes, limitations may be placed on your PayPal account, which could restrict you from completing certain actions: such as withdrawing, spending, or receiving money. Limitations are in place to help protect all our customers, and in some cases to meet our regulatory obligations. Protecting your account and money is important to us.

 

Account Limitations: What might cause it, and how to help avoid it?

If your PayPal account is limited, you may be unable to withdraw, send or receive money. There are a number of reasons why your account could be limited:

 

Suspicious & unusual activity

  • We suspect someone could be using your account without your knowledge.
  • Your bank alerts us that someone has used your credit/debit card linked to your account without your permission.
  • There are unexpected changes to your selling activities such as a sudden increase in your typical sales volume.

In such cases, we do what it takes to protect you from potential fraud prompted by the unusual activity– through limiting your account, and investigating.

 

You can safeguard your personal information and help protect yourself against fraud through some simple measures.  For example, don’t enter your personal or financial details when describing items for sale or in response to emails, and log out of sites you’ve entered your personal information into.

 

Regulatory reasons or business is not compliant

Your account could be limited for regulatory reasons. For example, India PayPal sellers need to include additional information to be able to accept payments in their account. Also, reaching a certain transaction value in your account may trigger a limit, which can also be removed by providing information required to PayPal.

 

There are also restrictions on what a PayPal account can be used to accept (and make) payments for. For example, PayPal doesn't allow the sale of counterfeit goods or banned items. So, ensure that your business is compliant with PayPal’s Acceptable Use Policy .


Increased buyer issues

An increase of complaints, claims and chargebacks from buyers can lead to account limitations.

 

Following some simple guidelines can help you improve your performance and reduce the likelihood of limitations. Overall, communication is key. You should:

  • Provide detailed product descriptions and photos.
  • Be upfront about policies such as shipping and returns.
  • Ship orders promptly and track shipments.
  • Respond quickly to any messages from buyers.
  • Work to amicably resolve any problems.
  • Ship to the address provided in the transaction details page.
  • Use quality shipping materials to prevent damage.

 

Removing limitations

 If your PayPal account is limited, here’s what happens:

  1. We’ll email you to let you know –  we’ll ask you to log in to your PayPal account and go to the Resolution Centre for details on how to resolve the issue quickly, usually by providing information.
  2. Once you’ve submitted the information required, we’ll review and reply via email.
  3. We’ll remove the limitations once we have verified your account. At times, limitations can be removed by simply changing your security questions and password.

Here are the types of information and documents we may need from you:

- Supplier’s invoice with contact information

This helps us determine the inventory source and validate that you have the items that you’re selling in stock.

 

- Payment information

When an invoice is unavailable, we’ll review the following information about your payments:

  • The item or service that was sold
  • The buyer’s name and shipping address
  • Proof of shipment to verify that an order was delivered

- Shipping or Tracking information

This helps us to verify that customer orders are being fulfilled.

 

- Proof of business
This provides evidence of a valid business registration and business ownership.

 

- Information for India sellers
This is to comply with our India regulatory obligations. Provide a valid PAN, a local bank account and the purpose code in your PayPal account task board.

 

- Proof of address such as bank statement or utility bill, Proof of identity such as passport or driver’s license
This helps us verify your identity when there is unusual account activity or to comply with regulations.

 

Once you’ve submitted your information, look out for any more emails from us as we may need additional details. We’ll do our best to confirm your information and remove the limitation within 2 business days, but sometimes it can take a little longer.

 

Quick Tip: If your PayPal account is limited, don’t open a new account. It could be traced back to the limited account.  It’s always best to resolve the limitation. We will guide you through it and restore full access to your PayPal account as quickly as possible.

Here is my letter of complaint to Them 03/07/20 Hi as a user of PayPal I have been thoroughly disappointed by how many times you have limited my account without ever explaining what it is that I am doing to a pose a risk to other users or to go against the acceptable user policy in effect I am losing money as a private seller not being able to use eBay or depop I am very despondent disheartened of disappointed in why there is always a massive brick wall against which I will beat my head every time I phone up this company and do not get an adequate response or explanation as to exactly very specifically what is that I have actually done wrong. I am not fraudulent, I'm not a dishonest person, I work and pay my taxes, I have legitimate bank accounts with adequate funds and I sell only authentic items on eBay and Depop; if something is not designer then I will say as much and Proceed of course to list it as: an unbranded item. Please before I take this further and now go to the Financial Ombudsman and from there possibly seek legal action, I would like to know from yourselves what it is that you are not happy with? when I tried most determinedly last to set up a PayPal account last week a new one and within 24-hours again without any explanation whatsoever, you had closed it down?? that PayPal email is: I really cannot overstate my disappointment but how I've been treated by PayPal I am being made to feel like some sort of Criminal and yet there are hundreds of people who sell fake items on eBay pay-plus month you can check your records I was scammed by a woman who sold me what was meant to be a genuine San Laurent Niki tote bag and she took from me £818 which you kindly refunded as even when the fake item has been returned to her she then declined to give me the money so you stepped in That Paypal account is: As you can see and you know that these are my accounts I have attempted to open one again and again but to no avail and without any adequate explanation if you didn't close down my first one I wouldn't have tried and tried I just don't see what it is that is going wrong when I try to use eBay for example I still have an account with them where I can purchase stuff they have no problem with me so why is it as soon as I link your account you close it down? Forgive my impatience @Shenez100, but...so what happened? It was a well thought out (albeit not proofread), realistically clear letter. If you peruse this “community” this occurs to several THOUSANDS of people using PayPal’s disgusting excuse for a platform in a variety of ways. Makes no difference to the crooks at PayPal!!! It once was a reputable online company. No it’s garbage!!! And I want my f&*king money now!

For those folks who remember Hal, the computer in 2001 Space Odyssey: It starts making its own decisions and killing off the crew of the spaceship. Maybe someone should knock on the door at PayPal and see if there are any people still there. It sure doesn't seem like it.

I am having this account limitation with PayPal because of $25 but the thing is I am willing to pay this 

$25 so I can purchase my items I have on EBay but they can’t take a credit card over the phone, being that that account is old I no longer have the bank info that was on file so they tell me I can do a PayPal to PayPal where I can give a friend or family member the money and they put it in there PayPal balance and then I call PayPal and have them take it out of that persons account and apply it to mine. Now who at PayPal came up with that great idea because they need to be fired because it would be just as easy to take the payment over the phone and then apply it to my account. Another way is to mail it in which your looking at 7-10 days before it gets credited to my account while my items that i purchased at eBay are not getting paid for because PayPal won’t let my payment go through so therefore I start getting all these item not paid disputes with EBay and my buying reputation starts looking like crap like I don’t want to pay for my items but the question I have is if I had these limitations on my account then why did you allow me to purchase items knowing that my payment wouldn’t not go through and plus I never received anything saying my account was on restrictions because I would have never purchased anything if that was the case so PayPal you are just going to mess me over over $25 that I have the money to pay but for some reason your collection dept cant get it together to where people can pay their negative balances without having to get friends and family involved that is in sane every collection dept has ways to pay on your debt so why doesn’t one of the biggest and richest company not have one? I don’t even want to use PayPal anymore I would rather use these other apps like Cash app because I can bet you they don’t have this type of situation going on in their collection dept.

Why is Paypal asking for SSN CARD now? That is unsafe for anyone to upload that. I thought you mentioned that DL and Bank Statement was enough.

We have 50.000€ on hold and a limited account from april this year. 1300 different buyers and only 18 disputes from which most of them were ruled in our favour. Nobody from Paypal replies, only automated responses. If anybody is in for a classaction suit, contact us.

My account has been limited/suspended for 180 days. I ave sent emails aking why and what can i do and proof i have no disputes on ebay. I need my unemployment money. I need help and all i get is automated replies or hung up on

I am yet another customer of paypal who has had their account limited for no good reason.  No explanation is given.  No indication of how long this will take to resolve.  No emails.  No help.  PayPal seem to take great joy in going out of their way to make things unpleasant and frustrating for their customers.  If only there were an alternative!!

i submitted 2 active government documents clearly showing my name, address and type of business. still PP didnt accept it. is a robot scanning the documents or humans?
