reopen closed dispute

I am not sure this the right place to ask, I purchase one item from a website and then release that is one of fake web site. Then I open the dispute and wait answer. I didn't get any message from my paypal app, i was just checking almost daily. Then I saw from website my case is closed. Seller didn't send my item and I can not reopen closed dispute. Any help ?? What I can do,

I am sorry to know about what has happened. Since you're not happy with the decision of the dispute, you can certainly appeal the case by selecting a closed case in the Resolution Center within 10 days from the dispute closed date. Here's the link to the appeal. Support is also available through Facebook private message or Twitter direct message.

Why is it only 10 days, I have new findings regarding my purchase and I want to open new case for same purchase but I can not do that ??
