why i cant send money from my paypal ballance it kept saying “ It looks like there's an issue with your account. Call or email us so we can help.”

yeah theyre saying because of the terms of services going into effect in september theyre limiting how to fill your acct so no more using venmo or any other services under paypal reign can be used.....but not until after september 12th...but theyre stilll restricring it this has to be illegal
