If you opened an unauthorised dispute by mistake then contact customer services and appeal and ask them to open the correct dispute option for you.

If you open one for non receipt of item > put in as much information as you can > escalate to a claim when you get your option and wait to see if you get a refund.

IF and only IF you lose because the seller provides fake tracking numbers then post back for more advice.

Also avoid these in the future 'if' it was one of these websites >>>

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

Customer services.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Good luck.

Hard to advise with that little amount of information.

However doesn't actually sound as if you want advice, just to rant against paypal or you would have said what exactly happened.

its hard not to rant against paypal when you go through all the proper channels and all the avenues are blocked , its a simple deal purchased a grinder ,then seller sends different pictures with a pic of an obviously fake customs form then ask for another $198.00 shipping increase after I had sent payment the day before ,so I file a complaint ,not 5 ....yes 5 minutes later I get this case closed notice which Left me no pathways to continue a search for resolution.

so no its just not a rant against paypal ,its a case of fraud ,being ripped off ,you have advice then say it don't assume I don't want to hear it ,did I say a bad word (Chinese) ,the customs form said China ,so I assume its just another scam ,Now if I was a lawyer I'm sure I would understand the fine print better, but thats another problem with internet selling and buying practices ,what other info do you need ,only thing left is dates bank info email addresses of sellers

yada yada yada

Well you still haven't given any information.

Which dispute did you open?

Did you escalate to a claim?

Did the seller provide tracking?

Did the tracking show delivery of the item to yourself?

dispute was unauthorized transfer whoops ,mistake on my part at the time it looked like my only choice on that page ,so i'd say that's why case closed so fast ,shipping had already been agreed on as part of payment ,so I paid then was the demand for more shipping money (which I refused to pay knowing something wasen't right .the following day more pictures of an entirely different item then agreed on ,and a blank china customs form ,so there was nnever any tracking number,so having made the wrong claim there was no way to change that ,so I don't think theres any recourse ,I click on paypal contact seller and I'm blocked from it also ,so it kinda looks like SOL
