can't report an unauthorized activity

i cant report an unauthorized activity !! what should i do! it say cant file a case to this transaction!!!

the transaction unauthorized was happen today afer i've read that my paypal to my bank account declined my money transfer i dont know why!!!

With that error, I would recommend jumping over to our Customer Service by clicking Contact at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
