Wrong refunded amount

I opened a dispute case over an online seller changing my transaction amount more than the original amount which was not authorized. The original charge was $58.68 then an hour later the seller changed the completed transaction to $67.40. 

I tried manually cancelling the transaction but there was no way to do so on the website and learned that the website is a scam website. I tried contacting the seller 3 times to cancel the transaction and PayPal tried contacting the seller and never received a response

My dispute case was closed in my favor but I was only refunded 40 cents and not $67.40 and I never received the product. 

 

What can I do to fix this ? or is my money just gone forever?

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
