Why cant I get a Flight refund - Cannot get my refund from agent or with a dispute raised

How do I get a refund for a flight that was canceled by the airline
I booked through booking.com, Paid via Paypal Credit
Eastern cancelled the flight
Eastern refunded booking.com
Booking.com will not refund me
A dispute was found in Booking.com favour - What protection is this for a buyer
Surely, I am entitled to a refund,

did you contact booking.com?
was it covered by their terms ie did they offer you another flight instead that you declined?
did you open a dispute for service not received and escalate to a claim?
was it rejected?
did you fund the paypal payment via a credit card?
Advice is voluntary.

I have sent 40 emails and phone calls to Booking.com
I have tried two disputes - both found in favour of booking.com
I paid through Paypal Credit but Pay Paypal credit via Debit card

@SteveMi, I'm so sorry to hear a recent transaction hasn't panned out quite as you had expected. I wonder if it was the kind of dispute you opened with PayPal that may have been the issue. Have you tried a Billing Dispute - specifically, the Credit Not Processed case type? If that doesn't work, I'd recommend reaching out to PayPal Credit Customer Support to see if they have any unexplored dispute options available. Also, here are a few other ways to reach out to PayPal Customer Support to save you a phone call: Twitter DM or Facebook PM. But the best way to reach PayPal Credit Support is still the number in the article linked above.
