i bought a VPN service last year and it renew itself this year, but i am not satisfied with the service, not as described, less than 30 days from purchase (policy refund within 30 days). I claim that transaction on Paypal. After I dispute they didn't reply, I continued to escalate the matter, then the VPN service side emailed me asking me to cancel that, they will refund me, they said it would be better for both parties, I will get my money back faster, and then I accept the request and cancel the dispute. After canceling the dispute they did not refund the money, they did not reply to the email. That is a scam. How do I despute them again on Paypal or should I contact the credit card bank.

Paypal cover you for non receipt of item OR item received but significantly other than as described. As you bought a VPN and received one you may not have won anyway.

 

However if you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.

As you have closed it then all you can do is try your card issuer and see if they will chargeback for you?

They said i need to sceenshot i canceled the dispute and attached it to email send it back to them then they will process my refund. I never thought a company could cheat customers like that! Thanks for your advice!
