So, I sent a merchant money for a goods however after constant delay in messages I decided to forgo the purchase and asked for a refund. After the merchant didn't answer for awhile I opened a dispute so I could get my money back. Now the merchant is saying there is no  "refund option" because I opened a dispute and that the money is still "pending" even though I have the transaction listed as completed and the money has been withdrawn from my account. She refuses to refund and wants to wait the 90 days for the chargeback because she claims she doesn't want the money to come from her checking account. How can I get my refund?

Hogwash to what the seller said. They can certainly issue a refund from within the dispute:

How do I issue a refund to close a dispute?

 

And yes, the money will come from their bank account or their available PayPal balance if the payment you sent is subject to the 21 day hold and unavailable for use on the seller’s end. Don’t know what 90 days the seller is talking about as buyers can PayPal dispute or file a credit card chargeback within 180 days from payment. What you do next is escalate to a PayPal claim so PayPal can investigate and make a ruling.

When I try to escalate to claims it says I have to wait until April 11th to give time for the item delivered, but then it also says the case will be auto closed April 11th if I don't escalate to a claim.

They refuse to give refund me because it will come out of their own checking account, because the amount still says pending on their end. Is there any way to avoid this?

I'm trying to escalate to a claim but the only option it gives me is "close" or "Received the item but not as described". I have not received anything I just want a refund. It says below "This case will be auto-closed if it's not resolved by April 11, 2022, at 11:28:12 AM EDT". Again, I DONT see an option at all where it says escalate after I view the dispute and dispute details. Note: This dispute was filed yesterday so is there a wait time period to advance to a claim
