Is it possible to reopen a closed dispute? I'm 100% in the right and they ruled against me

I was ruled against in a case where Jetblue is clearly saying I canceled within 24 hours & I deserve a FULL refund. How can I reopen?
I even have the receipt saying they gave the refund.
Is Pay in 4 the issue? I used "Pay in 4" and I am still being charged the payments now!
Somehow Paypal is still charging me, and they are saying I received the service, which was a flight and can easily be checked that I indeed canceled and I even have a receipt saying Jetblue refunded Paypal
Help, what can I do?

If PayPal closed the case due to you ‘receiving the service’, that means you disputed as item not received which is the wrong reason. If you file Significantly not as described that does not cover buyer’s remorse. An option could be billing issue for credit not received if you have proof that the merchant issued a refund.
Contact PayPal to change the case type. See How do I open a dispute with a seller? for the case types you can choose from.

I am sorry to know about what has happened and understand that you would like to re-open the case. As you mentioned that the case type was changed, I would recommend you contact our customer support team through the available contact option on our website and you may request for the case type to be changed as per your preference. Since. you did not get services from the flight, you can appeal the outcome of a claim if there is new information that wasn't considered in your original claim. Please let us know if you have new information about the case, for instance, a report stating you didn't receive the services or it was canceled, so we can file an appeal for you. You may click on Contact Us at the bottom of the PayPal page to reach us via phone or chat. They can also be reached through Twitter direct message or Facebook instant message.
