Dispute/claim using Goods&Services after confirming receipt?

I recently bought collectibles from a person using PayPal G&S as payment. The items are still in the hands of the postal service and the seller would like me to release the funds by confirming the receipt of the items. In case the items aren't as described can I still dispute the transaction and escalate it to a claim? Thank you

Confirming receipt is optional and you’re still able to report a problem (dispute) within 180 days after confirming.

 

And besides, PayPal would release the money after 21 days anyway if you don’t confirm and a problem is not reported (dispute) before then.
