SMS confirmation not working

SMS service to confirm SignIn into the account does not work in Croatia. I never receive SMS to my phone, even tho phone number is correct. My phone also works and is able to receive an SMS from other world wide services. What can I do, I can't sign in?

It is possible that you may not have gotten a mobile text from us because there’s a filter on your phone for text messages. We recommend that you contact your mobile service provider and ask to allow all text messages on your phone, specifically from short numbers. I have the same problem, a lot of people have the same problem as me. Terrible for paypal, they will lose a lot of clients. I was in the phone service provider and everything is fine and still I can't get the code from paypal. Shame

Shameful from PayPal. And the only contact number is from Ireland, not even chat or email customer support.
