I had a problem with a website not delivering items to me. Per the PayPal website, I open a case on the resolution center site. The case was open on May 29th and escalated on June 8th. I have never received any items I order and let PayPal know. I checked the status of the case on June 12th and was informed it was closed. PayPay never even notified me. **bleep**? Try contacting them, good luck. Using Covid as an excuse, they are not answering the phones (when 3/4 of the bay area are working from home). No way to send an email! The resolution center is a joke! What is the point of using PayPal when the protection they offer is total BS.

APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.
When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

@kernowlass I appreciate you staying with this thread and the advice on how to navigate PayPal. It is appreciated.
Having said that, I believe that PayPal does this on purpose. Why have a resolution center if nothing happens. It is complete BS. Again, why am I using PayPal? The contact page does not work as most people responding to this thread will tell you. Now I have to go on FB to or twitter to get them to respond. If it took this to Twitter publicly, I bet I would get a response right away, but what kind of customer service is that. Do you need to publicly shame them to get them to respond?
Having said that, thank you for the advice. I will respond back to this thread if I hear anything. This is complete BS.

Update. I just went to Facebook to try this. Same bot questions, Same bot answers. Complete BS again. Just like the help on the PayPal page. I don't have a twitter account and it is amazing that I have to chase after PayPal on other platforms. It is obvious PayPal wants to wear you down till you finally give up.

Of course it is a joke. As long as the shipper give Paypal a tracking # it is shipped and case is closed. By would anyone use Paypal in the first place? You have better protection with your credit card and most vendors are charging a fee to use Paypal or not using them at all.
