Paypal sided with a likely scammer. What protection is this?

I sold an item to a buyer. I bundled two items at a discount for buying 2. The buyer received the items then asked to return 1 but keep the other at a discount. I said no please return both. I got a tracking number and it says delivered both I got nothing back. For all I know they sent an empty box to a random in my town. So I sent the items originally the buyer received them and I got nothing back but a likely scam tracking # . Paypal sides with the other person I'm out my items I'm out my $ and the cherry on top to prove how poor paypal protection is they add a $15 dispute fee. This is the biggest joke. Paypal I've been with you 20 years. What is this?

Hopefully I'm clear above. I delivered items to a buyer ($540 worth) and the buyer was to return them but I got nothing but a tracking number that shows delivered to my town back at most. I even showed paypal timestamped informed delivery photos via usps showing it likely never arrived at my address. So the buyer probably has my items and his $ back all by likely sending an empty box to someone down the road to make it look legit. I'm out the $ it cost me to buy these items and now the $ for selling them for the refund. Then paypal adds a fee. Congrats paypal !!! You're horrible and there's 0 protection here. I held my end of the bargain and delivered the items now I am out $1000.
